Low Speed Vehicle Rules

Low-Speed Vehicle (LSV) Usage Rules:

  1. Assumption of Risk: Any person who owns, operates, or rides on a golf cart on a public street, road, or highway within the town (of Emerald Isle) does so at his or her own risk and peril and assumes all liability resulting from the operation of the golf cart.

  2. Age Limit: Users must be at least 25 years old to operate a golf cart or LSV.

  3. The owner must possess and maintain auto liability insurance in an amount not less than required by state law for traditional motor vehicles operated on a public highway in the state of North Carolina.

  4. Adherence to North Carolina State Laws: All users must adhere to the laws and legislation regarding golf cart and LSV operation as outlined by the state of North Carolina.

  5. No Alcohol: Consumption of alcohol is strictly prohibited while operating a golf cart or LSV.

  6. No Reckless Driving: Users must operate the vehicle in a safe and responsible manner at all times, avoiding reckless driving behaviors.

  7. Seatbelts: Seatbelts must be worn by all occupants of the golf cart or LSV at all times while the vehicle is in motion.

  8. Seating capacity: The seating capacity of 4 total persons shall not be exceeded at any given time.

General Safety Rules for Operating a Low-Speed Vehicle:

  1. Always conduct a pre-operation inspection to ensure that the vehicle is in proper working condition.

  2. Obey all posted speed limits and traffic signs while operating the vehicle.

  3. Yield the right of way to pedestrians and other vehicles when appropriate.

  11. Park the vehicle in designated parking areas marked 'golf cart parking only' and secure it properly to prevent theft or unauthorized use.

  12. In case of any mechanical issues or emergencies, safely pull over and seek assistance as needed.

  13. Regularly maintain the vehicle according to the manufacturer's recommendations to ensure safe operation.

  14. Attend safety training sessions and stay informed about any updates or changes in regulations related to golf cart and LSV operation.
